Thanks to shrewd civic planning and a wealth of natural and architectural beauties (and, let's face it, crazy Manhattan real estate pressure), this once derelict city on the Hudson is reclaiming its former glory with a vengeance. The central jewel in its crown is Zuppa, which opened four years ago to raves, thanks to Chef Dave DiBari. This former Babbo staffer is bringing Batali flair to Westchester with progressive riffs on regional Italian favorites. Look for potato-wrapped branzino with Savoy cabbage; Berkshire pork with cotechino stuffing; and house-made cavatelli with bay shrimp, English peas, mascarpone, and truffle essence. Need more? End with DiBari's smirking ode to that mythical outer-boroughs type, Joey Bag-a-donuts: a paper sack filled with impossibly airy hot zeppole, ready to dip into a matching trio of yummy dipping sauces.
