Homeless in Scarsdale

Even our wealthiest community (median family income $200,000) is not immune from the problem of homelessness. Frank Bellio, the superintendent for the building that houses the Starbucks on Parkway, found evidence of someone living in a space underneath the building. He notified the police and the building owner who instructed him to seal off the area.
