  3. Approved: Site plans for Heritage White Plains, “a 48,000-square-foot, open-air, luxury shopping and restaurant destination” across from Bloomingdale’s in White Plains, say its developers. Expect 12 to 18 retailers and restaurants.
     
  4. In case you missed it: New Yorkers can now renew/replace their driver’s license, register to vote, and sign up for registration and inspection reminders online, as part of the DMV’s efforts to get with the times. (We heard a clerk cracked a smile over the news.)
     
  5. If it reeks of Fluffy Towels and Snowflake Cookie, blame Rye’s Jarden Corporation, which acquired Yankee Candle for $1.7 billion—in cash—in the fourth quarter of 2013.
